Turtling as a Terra has it's advantages, however the main power of a turtle is the ability to have a massive income at a lower amount of land because you don't need the land to support offensive units. Also, you can use your probe attempts to rob rather then to search for hits.
Terra isn't the best planet type to pick for end game turtling because it loses it's advantage during the end game strategy phase when you need to make an extra NW boost while all the other planets have a much higher income assuming they have been run correctly.
The best turtling planets are Mystical, Mounts, FW, and Volcanic. If played properly Mystical is the best turtling planet there is, but you need to do a strategy that involves playing offensively then coverting into a turtling strategy. Mounts is a tough go at the beginning because in order to go powerless you have to wait till halfway through the round. However, once finished converting it has the highest income of the 4 planet types. FW is the opposite - it has good strengths until you hit the end of the round and need the extra end game boost. Problem with FW is the bigger you are, the more power you need exponentially. Also, in order to keep your income comparible you have to not only have Pop, but also Money bonus maxed out which is extremely difficult at large sizes. Volc is good all round, because unlike Mounts it doesn't need to go powerless and still can handle a low amount of Power Plants so you're not wasting land that could go into income buildings on a lot of powerplants.
It depends on your playing style really. My personal favourite is Powerless Mounts when I am playing pure Turtle, and a hybrid Mysty kingdom if I'm playing offensively until I run out of hits.
